Seine Majestät der Deutsche Kaiser Wilhelm I., König von Preußen, im Namen des Deutschen Reichs einerseits, und Ihre Majestät Ranavalomanjaka II., Königin von Madagaskar, andererseits, von dem Wunsche geleitet, das zwischen dem Deutschen Reich und dem Königreich Madagaskar glücklicherweise bestehende gute Einvernehmen zu erhalten und den Handelsverkehr zwischen beiden Ländern zu fördern, haben beschlossen, den Unterthanen und Angehörigen des einen Landes in dem anderen Lande alle Rechte zu sichern, welche die Unterthanen und Angehörigen der meistbegünstigten Nation dort genießen; zu diesem Zweck sind die folgenden Artikel zwischen dem Grafen Paul von Hatzfeldt-Wildenburg, Staatsminister und Staatssekretär des Auswärtigen Amts, der hierzu von Seiner Majestät dem Deutschen Kaiser, König von Preußen, gehörig [167] bevollmächtigt worden ist, und Ravoninahitriniarivo, der 15. Rangklasse, Offizier des Palastes und erster Staatssekretär für die auswärtigen Angelegenheiten, und Ramaniraka, der 14.Rangklasse, Offizier des Palastes, Mitglied des Geheimen Staatsraths, welche hierzu von Ihrer Majestät der Königin von Madagaskar ermächtigt worden sind, vereinbart und unterzeichnet worden: | His Majesty Wilhelm I. His Majesty the German Emperor William I., King of Prussia, in the name of the German Empire, on the one part, and Her Majesty Ranavalomanjaka II., Queen of Madagascar, on the other part, being desirous to maintain the relations of good unterstanding which happily subsist and to promote the commercial intercourse between the German Empire and the Kingdom of Madagascar, have decided to secure to the subjects and citizens of either country within the other country all the rights there enjoyed by the subjects and citizens of the most favoured nation; for that purpose the following articles have been agreed upon and signed between the Count Paul von Hatzfeldt-Wildenburg, State-Minister and Secretary of State for Foreign Affairs, duly authorized to that effect on the part of His Majesty the German Emperor, King of Prussia, and Ravoninahitriniarivo, 15th honour, Officer of the Palace, Chief Secretary of State for Foreign Affairs, and Ramaniraka, 14tra honour, Officer of the Palace, Member of the Privy Council, duly authorized to that effect on the part of Her Majesty the Queen of Madagascar:
Article I.
[Bearbeiten]- Peace, friendship and good understanding shall for ever continue to subsist between His Majesty the German Emperor, King of Prussia, and Her Majesty the Queen of Madagascar, Their heirs and successors, and between the subjects and citizens of the German Empire and of the Kingdom of Madagascar.
Article II.
[Bearbeiten]- The diplomatic, consular and naval representatives, agents and officers of either Contracting Party shall in the exercise of their duties within the dominions of the other Party, and the subjects and citizens of either country shall for their persons and property and with regard to commerce, trade and navigation and to any other matter whatsoever, enjoy within the other country the same protection and all the rights, privileges, advantages, immunities and exemptions, which under the laws of that country are now, or may hereafter be granted there to the [170] diplomatic, consular and naval representatives, agents and officers and to the subjects and citizens of the most favoured nation.
Article III.
[Bearbeiten]- This convention shall be ratified on the part of Both High Contracting Parties, and the instruments of ratification shall be forwarded to both Governments through the German Consulate at Tamatave.
- This convention shall come into effect, in the Kingdom of Madagascar from the date of its ratification by Her Majesty the Queen of Madagascar, which shall take place as soon as may be within three months from the date of its signature, and in the German Empire from the date of its ratification by His Majesty the German Emperor, King of Prussia, which shall take place as soon as may be within six months from the ratification by Her Majesty the Queen of Madagascar.
- Signed and sealed in duplicate originals, drawn up in the German and Malagasy languages with an english translation attached to each, at Berlin, this 15th day of May, in the year 1883.
